Pasadena Energy Incentives at a Glance

Pasadena Water and Power (PWP) currently offers incentives for eligible commercial customers investing in solar and battery storage:

  • Commercial solar: $0.40 per watt, up to $80,000 per meter

  • Battery storage: $225 per kWh for the first 200 kWh and $100 per kWh thereafter, up to $80,000 per meter

  • Who qualifies: Eligible commercial electric customers in the Pasadena Water and Power service area

  • Ownership: Solar and battery systems must be customer-owned. Leased systems and PPAs do not qualify.

  • Timing: Eligible systems must be installed on or after January 1, 2026

  • Installation: Projects must be installed by a licensed C-10 electrical contractor

  • Limited-time benefit: PWP is currently waiving certain PWP plan review and inspection fees for solar and battery systems.

For Pasadena businesses already considering commercial solar, battery energy storage, or facility energy improvements, these incentives may change the economics enough to warrant a fresh project evaluation. The starting point is confirming eligibility, then assessing the incentive alongside project cost and expected energy savings.

Understanding Pasadena's Commercial Solar Rebate

PWP's Commercial Solar Rebate provides eligible commercial electric customers with an incentive of $0.40 per watt, up to $80,000 per meter, for the purchase and installation of a new permanent rooftop solar PV system or the expansion of an existing system.

To receive final Net Energy Metering approval, customer-owned rooftop solar must be installed by a licensed C-10 contractor and meet PWP's interconnection requirements and capacity limits. Leased systems and projects financed through a solar Power Purchase Agreement (PPA) are ineligible.

Commercial Battery Storage Incentives Are Also Available

Pasadena Water and Power also offers a separate Commercial Battery Storage Rebate Program.

Eligible commercial customers can receive $225 per kWh for the first 200 kWh of battery capacity and $100 per kWh for additional capacity, up to $80,000 per meter.

Qualifying battery systems must be customer-owned and installed by a licensed C-10 contractor. Battery projects also have specific technical requirements related to equipment certification, system duration, efficiency, controls, and PWP interconnection.

Customers receiving the battery incentive also agree to participate in PWP's first applicable Demand Response or Virtual Power Plant program for at least 36 months after that program launches, subject to program requirements.

For facilities considering both technologies, commercial solar and battery storage can be evaluated together rather than as completely separate energy decisions. Solar can produce electricity on-site, while battery storage allows energy to be stored for later use and can provide an additional source of power during utility outages.

Is Your Business in the PWP Service Area?

Receiving electric service from PWP is the first eligibility check for a business considering a project. Confirm the facility's electric utility rather than relying on its Pasadena location alone.

PWP also notes that program funds are limited and that program terms may be modified. Businesses should therefore confirm current requirements and incentive availability before incorporating a rebate into project financial expectations.

Putting the Incentive Into the Bigger Financial Picture

The PWP rebate can be meaningful, but it is only one component of a commercial energy investment. For property owners and businesses, the more important question is how the incentive affects the overall project economics.

That analysis may include the property's historical electricity consumption, utility costs, available roof or site area, electrical infrastructure, solar production potential, battery use cases, project cost, available incentives, and expected long-term energy savings.

Baker Electric helps commercial property owners evaluate project economics alongside the property's electrical infrastructure and operating requirements. Its experience across commercial electrical infrastructure, solar, and battery energy storage brings those considerations into one assessment of the energy opportunity.

Considering solar or battery storage for a property served by PWP? Contact Baker Electric to evaluate potential rebate eligibility, assess the site's solar and storage potential, and develop a preliminary financial picture before making an investment decision.
